Control of the Commons explores the culture of water use. Building vessels from recycled and locally produced materials, three journeys are undertaken to meet with people who are on the waterways and talk with them about their actual uses and feelings toward the water. Avoiding lobbyists, politicians and other big voices, the project aims to hear about the actual usage rather than the loudest uses.
